The blue moon is reported to appear in the sky on the 2nd full-moon-day of this month. People can see this blue moon on October 31st at 8.19pm. People can see this with normal eyes.
After every 30 months, there will be an extra full-moon-day in the year. But this is not possible in the Leap Year. And, the next blue moon is reported to appear on August 31, 2023.
